Lightning Strike?

Wondering if the number of strikes increases at a specific level, since I PvP'd against a pally and well, that happened (Mistook it for Smite or Wand Mastery at first). Can anyone confirm this?

If I'm not wrong,the number of lightning bolts at the end increases to 3 at level 11.
